Use Permit Application No. 17-00007:  by the First United Church of Christ at 1017 Todds Ln [LRSN: 4000574] to permit the operation of a Commercial Day Care

 

Purpose

Background Statement:

Use Permit Application No. 17-00007 is a request to operate a Commercial Day Care 2 at 1017 Todds Ln [LRSN 4000574]. The applicant is requesting a capacity of 50 children, with up to 10 staff members. Proposed hours of operation are 6:30am-6:30pm Monday-Friday, and 6:30am-2:00pm on Saturday.

 

The applicant is proposing to operate within an existing building. The property is zoned R-13 One Family Residential District, which allows for a Commercial Day Care 2 with a use permit. Staff has determined that the site provides sufficient parking for the day care operation and appropriate vehicle circulation for drop-off and pick-up; it has also been determined that a day care operating at this location would have no adverse effects on local traffic.

 

The Hampton Community Plan (2006, as amended) recommends public/semi-public uses for this site. The Plan sets out a vision that “Hampton’s children and youth will thrive and succeed in a caring community,” and encourages us to facilitate greater participation in the workforce by promoting quality daycare services. The proposed day care is in compliance with the City’s adopted policies and vision. 

 

Note: At the July 20th Planning Commission, the applicant requested a change to the hours of operation permitted in Condition #2; they would like to be allowed to open their daycare at 5:30am, instead of 6am. Staff sees no potential issues with this change, and is in support of the amended condition. Planning Commission also supported the change.  The package for this item includes a redlined version of the proposed conditions, highlighting the new permitted hours of operation.
