Resolution to Amend the Fiscal Year 2027 Council Approved Budget to Accept and Appropriate the Increased Allocation of State Aid from the Library of Virginia for the Fiscal Year 2027 for the Public Library
Purpose
PURPOSE/BACKGROUND:
The City Charter gives City Council the authority to approve supplemental appropriations for unanticipated state and federal revenues (see below). This resolution appropriates additional revenue received from the Library of Virginia in the amount of $10,242 to the Public Library operating expenses account for the purchase of books and other library materials. The additional revenue is greater than the $273,853 that was anticipated and budgeted in the Council Approved FY2027 budget. This resolution also contemplates and facilitates the appropriation of any additional funds received by the Library of Virginia.
City Charter Sec. 6.12 - Additional Appropriations. Supplemental appropriations. If available from surplus from previous year’s operations or from planned fund balance in the current budget as adopted, the council by resolution may make appropriations for the year not to exceed the amount of such balance. Supplemental appropriations may also be made by council by resolution not to exceed the unanticipated revenue from Commonwealth or federal sources where council has previously or currently approved the city’s participation in such programs.

WHEREAS, the City of Hampton receives funding from the Library of Virginia on an annual basis for the purchase of books and other library materials;
WHEREAS, the City Council Approved Fiscal Year 2027 Budget included anticipated funding in the amount of $273,853; and
WHEREAS, the Library of Virginia awarded the City of Hampton $10,242 more than was anticipated and budgeted in the Council Approved Fiscal Year 2027 Budget.
