Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Maternal, Infant and Early Childhood Home Visiting Program Grant awarded by the Virginia Department of Health, Office of Family Health Services

Purpose
PURPOSE/BACKGROUND:
In 2010, Congress established the Maternal, Infant and Early Childhood Home Visiting ("MIECHV") Program to provide federal funds to states and tribal entities to support voluntary, evidence-based home visiting services to at-risk families. Voluntary home visiting programs have been shown to be an effective way to support families and children experiencing risk factors such as stress; social isolation; language barriers; and poverty. The MIECHV Program supports the delivery of coordinated, comprehensive and high-quality voluntary early childhood home visiting services to eligible families. The Health Resources and Services Administration ("HRSA") administers this program in partnership with the Administration for Children and Families ("ACF").

Discussion:
The MIECHV Program grant funding is used by Youth, Education and Family Services (also known as Healthy Families) to administer the Parents As Teachers Home Visiting, Education and Support Program for children ages three months through five years.

The first round of MIECHV Program grant funding was received in March 2013. Proceeds were used to administer the "Healthy Families America" evidence-based home visitation program to families experiencing extreme high-risk factors including substance abuse, mental illness and family violence. This grant was renewable for three years and ended in September 2016.

The second round of MIECHV Program grant funding was received in October 2016. Proceeds were used to administer the evidenced-based "Parents As Teachers" early childhood home visiting program.
