Hampton Roads Transit (HRT) System Optimization Plan (SOP) Update
Purpose
PURPOSE/BACKGROUND:
This presentation provides City Council with an update on the Hampton Roads Transit (HRT) System Optimization Plan (SOP), which was previously presented in December 2025. The SOP was developed to address ongoing resource challenges in public transit service delivery, including persistent bus operator shortages and shifts in travel patterns following the pandemic. The plan proposes modifications to low-ridership routes, reinvestment of savings into higher-demand services, use of microtransit in lower-demand areas, and targeted improvements to address gaps in paratransit coverage.
Discussion:
Early in 2025, the City engaged a transit consultant to review the SOP and assess its impacts on Hampton. Over the past several months, City staff and the consultant have collaborated with HRT to refine the plan to ensure reliable and efficient transit service in Hampton while also addressing HRT’s broader financial constraints. This update reflects revisions agreed upon by HRT. The presentation will highlight the key changes resulting from the collaborative review of the SOP and next steps in the process.
