2022 Community Development Block Grant (CDBG) Annual Action Plan Amendment

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the "City") is submitting amendments to the 2022 Annual Action Plan (the "Plan") for Housing and community Development to allow for unspent funds previously programmed for administration, housing redevelopment, and job creation to be reprogrammed to support housing rehabilitation programs.

 

Discussion:

The U. S. Department of Housing and Urban Development ("HUD") annually awards CDBG and HOME funds to the City to develop viable urban communities by providing improved housing, suitable living environments, and economic opportunities for those in the low-to-moderate household income bracket. The City uses these funds to complement other resources for implementing the Hampton Neighborhood Initiative. This amendment reallocates funds from a variety of incomplete 2014-2021 activities to the 2022 Housing Programs Activity to support housing rehabilitation programs. The proposed change is intended to meet the current demand for housing rehabilitation assistance and ensure the City is meeting its prescribed goals of timely expenditure of Federal Treasury funds.

 

A public hearing will be held on September 14, 2022 to receive public comments on the amendment and seek Council's approval to adopt the amendment to the Plan. The amendment to the Plan is available for public examination in the Housing and Neighborhood Services Division of the Community Development Department located at 22 Lincoln Street, 5th floor, Hampton, Virginia 23669 and online at www.hampton.gov/neighborhoods.

 

Impact:

Public comment is sought on the amendment to the Plan regarding utilization of HUD funds to support implementation of the goals outlined in the 2020-2024 Consolidated Housing Plan.
