Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the Maternal, Infant and Early Childhood Home Visiting Program American Rescue Plan Funding Awarded by the Commonwealth of Virginia's Department of Health to the City of Hampton, Virginia (Youth, Education, and Family Services Department, also known as Healthy Families)

PURPOSE

PURPOSE/BACKGROUND:

The purpose of this resolution is to accept and appropriate American Rescue Funding to address the needs of expectant parents and families with young children during the COVID-19 public health pandemic emergency.  These funds will support home visiting activities that address immediate needs of parents, children, and families related to COVID-19 public health emergency.

DISCUSSION:

Hampton Healthy Families Partnership utilizes federal grant funds ( Maternal, Infant, and Early Childhood Home Visiting (MIECHV) to support the delivery of coordinated and comprehensive high-quality voluntary early childhood home visiting services to eligible families. The Health Resources and Services Administration (HRSA) administers this program in partnership with the Administration for Children and Families (ACF). 

American Rescue Plan funds are in place to assist and support families who are participants of the MIECHV home visitation program during the COVID-19 public health pandemic emergency.  The funds, $22,121.00 will be used to assist the MIECHV program with safety and technology needs.

IMPACT:

The grant award is $22,121.00 providing emergency assistance to 88 families with no local match required.  Hampton Healthy Families will utilize the American Rescue Plan funds to seek a part-time employee to support data entry for MIECHV requirements and procure Personal Protective Equipment for staff and families.
