Resolution to Request the Virginia Department of Transportation to Program Traffic Mitigation Efforts on Settlers Landing Road and Mallory Street/I-64 Interchange Project into its Six-Year Improvement Plan; to Amend the City Manager's Council Approved FY2023 Capital Budget to Incorporate the Project; and to Accept and Appropriate $1,210,000 of Hampton Roads Transportation Accountability Commission Funding to the Capital Projects Fund for this Project
Purpose
PURPOSE/BACKGROUND:
The purpose of this action is to accept and appropriate funding from the Virginia Department of Transportation ("VDOT") to mitigate traffic issues in Downtown Hampton and Phoebus created by backups related to the construction of the Hampton Roads Express Lanes ("HREL") Hampton Segment 4C on I-64 East (the "Project"). Those efforts include the installation of red light cameras at the intersection of Settlers Landing Road and William Harvey Way and the Mallory Street bridge, that are planned to be operational between hours of 3pm and 6pm, Monday through Friday, to divert motorists from the Settlers Landing Road and Mallory Street ramps. Once the allocation is accepted by the City, funding will be available immediately. VDOT has assigned a project number, UPC 123156, in anticipation of the City's approval of this request; and the Standard Project Administration Agreement (the "Agreement") is attached to this resolution.
Discussion:
This project is funded with state funds to be paid to the City on reimbursement basis following the expenditure of City funds. This resolution requests VDOT to program $1,210,000 for the City’s project into its Six-Year Improvement Plan, to amend the City Manager's Council Approved FY2023 Capital Budget to incorporate the Project, to accept and appropriate $1,210,000 in VDOT Hampton Roads Transportation Accountability Commission funding in the Capital Projects Fund for the Project.
