Resolution Approving Fiscal Year 2026 Third Quarter Budget Adjustments
Purpose
PURPOSE/BACKGROUND:
Hampton City Charter Section 6.12 (d), titled "Transfer of appropriations," provides that at any time during the fiscal year the city manager may transfer part or all of any unencumbered appropriation balance within a department, office or agency, and such transfers shall be reported to the council at least quarterly. Upon recommendation by the city manager, the council may by resolution transfer part or all of any unencumbered appropriation from one department, office or agency to another.
Discussion:
The attached represents budget adjustments required for the third quarters of fiscal year 2026 that require transfer for funds from one department, office, or agency to another, as recommended by the Manager for City Council approval. A quarterly report of the adjustments for transfers that occurred within a department, office or agency will be provided to City Council separate cover.

WHEREAS, pursuant to Section 6.12(d) of the City Charter of the City of Hampton, at any time during the fiscal year, the City Manager may transfer all or part of any unencumbered appropriation balance within a department, office, or agency, which shall be reported to City Council at least quarterly. Upon recommendation by the City Manager, the Council may by resolution transfer part or all of any unencumbered appropriation from one department, office or agency to another;
BE IT RESOLVED that the City Manager has recommended and, by this resolution, the City Council of the City of Hampton, Virginia approves the attached Fiscal Year 2026 Third Quarter Budget Adjustments for transfers from one department, office, or agency to another department, office, or agency.
