Purpose
PURPOSE/BACKGROUND:
The 2020 General Assembly appropriated State Aid to Localities with Police Departments beginning on or about December 1, 2020. Said funding is to be used for the purpose of attracting and retaining the most qualified local police department sworn personnel and support the costs associated with criminal justice reform.

As such, the Police Division received $218,530 from the Department of Criminal Justice Services and has outlined (in the attached) how such funding will be used if approved by Council in support of recruiting, retaining and training Division personnel associated with criminal justice reform.

WHEREAS, the Police Division recently received funding totaling $218,530 from the Commonwealth of Virginia’s 2020 Appropriation of State Aid to Localities, also known as 599 Funds;
WHEREAS, the 2020 State Budget Bill specifies that these funds shall be used to attract and retain the most qualified sworn personnel and support the costs associated with criminal justice reform from the Department of Criminal Justice Services;
WHEREAS, the funds require no local match, but may not be used to supplant local funding for public safety services;
WHEREAS, the Police Division is requesting to use said funding towards recruiting, retention and training efforts and in support of criminal justice reform as outlined in the 2020 State Budget Bill; and
WHEREAS, there is no allotted time period for use.
