Ordinance to Amend and Reenact the Non-Coded Ordinance Adopted on June 12, 2024 Setting the Salaries for the Mayor and Members of City Council Pursuant to Virginia Code § 15.2-1414.6
Purpose
PURPOSE/BACKGROUND:
In 2024, the Virginia General Assembly amended Virginia Code § 15.2-1414.6 which provides for the maximum annual salaries for the mayors and council members of all Virginia cities. This was the first time those maximums had been increased since 1998. The Hampton City Council adopted an ordinance on June 12, 2024 which increased the salary of the Mayor to $47,000.00, and the salary of each City Council member to $43,000.00, which were the maximums set for a City of Hampton's size by the General Assembly. However, in addition to increasing the maximum salaries, the Virginia General Assembly provided that such maximum salaries could be further adjusted, by ordinance, by an inflation factor not to exceed five percent. Virginia Code § 15.2-1414.6 further provides that proposed increases to such salaries shall be adopted at least four months prior to the date of the next municipal election, and that no increase in such salaries shall take effect until July 1 after the next regularly scheduled general election of council members.
Instead of waiting for another extended period of time to do another large increase, the proposed non-coded ordinance amendment would give the Mayor and members of City Council a one-time increase of four percent, the same as the cost-of-living adjustment approved for the general workforce as part of the fiscal year 2027 budget. If the proposed ordinance is adopted, the cost-of-living increase for the Mayor and members of City Council will not go into effect until July 1, 2027.
