Informational Briefing: Analysis of Policy and Development Considerations for Digital Infrastructure and Data Centers.

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton retained S.I.R. to conduct an Analysis of Policy and Development Considerations for Digital Infrastructure and Data Centers.  The effort is proactive:  its aim is to establish a clear, informed policy posture in advance of any specific proposal rather than in reaction to one.  This briefing gives City Council a high-level overview of the project-what digital infrastructure is, the range of data center types, the national and Virginia landscape, and the City's approach.  The analysis is being conducted in coordination with City staff and is currently in progress.

 

Discussion:

 

This is an informational and educational briefing.  Its benefit to the community is a shared, fact-based understanding of digital infrastructure and of the City's deliberate approach, which supports sound future decision-making and transparent public engagement.  There are no financial implications or costs to the City associated with the briefing; the underlying analysis is being delivered under the City's existing professional services agreement, and no additional appropriation is required.  As an information item, no alternatives or fiscal commitments are before Council at this time.

 

Impact:

 

The work supports the City's economic development and long-term infrastructure-readiness priorities by ensuring Hampton can evaluate digital infrastructure opportunities deliberately and on its own terms.  It reinforces with City's commitment to fiscal stewardship and community engagement by grounding any future policy in research and public input.
