Use Permit Application No 16-00001 by Hampton University for a university use on Hampton University’s main campus [LRSN 12001034]

 

Purpose

Background Statement:

This is a request to redevelop a portion of the block bounded by Indian Road, West Tyler Street and Ferry Road.  The university proposes demolishing two buildings, expanding the existing parking lot near the intersection of Ferry Road and West Tyler Street, and constructing a new lot off of Indian Road.  Three buildings would remain on the block. 

 

The property is zoned One Family Residence (R-13) District, which permits colleges and universities with an approved use permit.  Hampton University’s main campus precedes the zoning ordinance and is grandfathered as a use.  An active use permit does not exist for the entirety of the campus.  Therefore a new use permit must be sought for each new use.

 

The Hampton Community Plan (2006, as amended) recommends public/semi-public land use, which includes schools, colleges, and universities.  The Community Plan also recognize the importance of preparing Hampton citizens for future success and having well prepared and educated citizens being an economic development asset.
