Purpose
PURPOSE/BACKGROUND:
The State Homeland Security Program ("SHSP") Grant assists state, local, tribal, and territorial efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. The City of Hampton (the “City”) has been awarded, as fiduciary, a 2023 SHSP Grant awarded through the Virginia Department of Emergency Management for the Family Assistance Center Regional Supply Cache for the independent cities of Hampton, Newport News, Poquoson and Williamsburg along with the two counties of James City County and York County.

Discussion:
This grant is awarded to the City of Hampton as the fiduciary agent for the Peninsula localities to purchase a ready cache of supplies to support the timely opening and set-up of a Family Assistance Center. This is to continue to support he region’s continued planning, training and exercise for local and regional Family Assistance Centers.
Currently there are no other funding sources for this support of the Office of Emergency Management other than additional City funds.

Impact:
The City has been awarded $70,000.00 in funding from the 2023 State Homeland Security Program ("SHSP") Grant with no local match required. This grant allows the Office of Emergency Management to continue to provide support for emergency preparedness programs to better respond to and build resiliency in the city and region for future threats.
