Briefing on Settlers Landing Roadway Improvements
Purpose
PURPOSE/BACKGROUND:
Public Works was apprised of citizen concerns for pedestrian safety, due to vehicular speeding, and therefore conducted a traffic study in February of 2024. The study recommended the lengthening of pedestrian signal times, and the installation of "no turn on red" signs throughout the corridor, as well as Hampton Police Department enforcement of the 25 mph speed limit. Public Works, along with the Downtown Hampton Development Partnership (DHDP), engaged Guernsey Tingle and Kimley Horn to develop plans that would increase pedestrian safety by introducing traffic calming measures, while aligning with Council's Placemaking strategic priority.
Discussion:
These improvements will provide multimodal impacts, increasing pedestrian, cyclist, and motorist safety. This work will be funded by earmarked Capital Improvement Project funded downtown funding investments funding. Public Works has worked in tandem with DHDP for an extended period of time to select the appropriate enhancements for Downtown Hampton.
Impact:
These Settlers Landing Corridor improvements will increase safety for cyclists, motorists, and pedestrians, as well as create a vibrant place that reflects the character of the Downtown Hampton community, thereby aligning with Council's Placemaking strategic priority.
