Ordinance to Amend the Hampton City Council Rules of Procedure to Adopt a Citizen Participation Policy
Purpose
PURPOSE/BACKGROUND:
Section 3.04 of the Hampton City Charter and 2-42 of the Hampton City Code authorize the City Council to adopt rules of procedure governing City Council meetings by ordinance. If approved, the attached Citizen Participation Policy will be included in the Council's rules of procedure, effective immediately.

WHEREAS, the City Council is authorized, pursuant to section 3.04 of the Hampton City Charter and 2-42 of the Hampton City Code, to adopt rules of procedure; and
WHEREAS, in order to encourage participation by citizens in City government and to ensure City Council meetings are conducted in an efficient and orderly manner, the City Council desires to amend and supplement its general rules of procedure to include a Citizen Participation Policy, which shall govern public access to City Council meetings; decorum during City Council meetings; and enforcement of the policy.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Hampton, Virginia, that the attached "Hampton City Council Citizen Participation Policy" is hereby adopted and is effective immediately.
