Resolution Approving Donation of Ballistic Materials to the Transportation Security Administration
Purpose
PURPOSE/BACKGROUND:
The Transportation Security Administration ("TSA") reached out to the Hampton Police Division ("HPD") inquiring as to whether HPD had any expired ballistic panels that it would be willing to donate to the TSA. HPD does have 12 complete vests (two panels each), seven single panels, and nine patrol shield window panels, all of which are expired. Because the manufacturer will no longer guarantee expired panels, if not donated, HPD would ultimately destroy them.

Approve the Resolution.

WHEREAS, the Hampton Police Division (“HPD”) has 12 ballistic vests, seven additional vest panels and nine patrol shield window panels which are expired by over three years, and some as much as eight years;
WHEREAS, the manufacturer will no longer guarantee expired items;
WHEREAS, the Transportation Security Administration has requested donation of the expired materials;
WHEREAS, HPD has a strong interest in maintaining close partnerships with other law enforcement agencies; and,
WHEREAS, HPD would otherwise destroy the expired items;
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA as follows:
That City Council hereby approves the donation of up to 12 ballistic vests, seven additional vest panels and nine patrol shield window panels to the Transportation Security Administration and authorizes that City Manager to enter into any agreements necessary to effectuate that donation.
