Ordinance To Amend And Re-Enact Chapter 4 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “One- And Two-Family Residential Districts” To Eliminate The Permitted Additional Standards And Uses In The R-R District And To Add Language Regarding The Required Minimum Dwelling Area For All Principal Dwellings In All One- and Two-Family Residential Districts.
Purpose
Background Statement:
The proposed amendment to Chapter 4, “One- and Two-Family Residential Districts,” includes removal of outdated provisions allowing additional permitted standards and uses in the R-R District, thereby simplifying and clarifying the regulations applicable within that district. The amendment also clarifies and add language concerning the minimum dwelling area requirements for all principal dwellings across the One- and Two-Family Residential (R) Districts. These revisions are intended to ensure consistency across residential districts, improve clarity, and align current and proposed zoning regulations.
This amendment is being advanced in coordination with related Zoning Ordinance Amendments:
ZOA 25-0018: Establishing regulations and standards for ADUs (Chapter 1).
ZOA 25-0019: Defines “Accessory Dwelling Unit (ADU)” and amends the definition of “Dwelling Area” (Chapter 2).
ZOA 25-0269: Amending parking requirements for ADUs in all One- and Two-Family Residential Districts (Chapter 11).
In summary, staff recommends adoption of the proposed amendment to eliminate the permitted additional standards and uses in the R-R District and to add language regarding the required minimum dwelling area for all principal dwellings in all One- and Two-Family Residential Districts.
