Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the FY 2023 American Rescue Plan Act (ARPA) Grant Awarded by Virginia Department of Criminal Justice Services


Purpose
PURPOSE/BACKGROUND:
The Virginia Department of Criminal Justice Services has awarded funding for law enforcement efforts (technology and equipment) to communities within the Commonwealth that have seen significant levels of violent crime in the period since the start of the pandemic. The grant will provide for the purchase of equipment and technology related to real time crime infrastructure and to support law enforcement response to violent crime.


Discussion:

This grant award will purchase the following: Crisis Negotiation Throw Phone; Laptops with VPNs for all Police Commanders, Photo Evidence Marker Systems for Patrol and Forensics and cases for the Forensic sets, Video Processing Computers, Roll-up Dry Erase Boards for Patrol Supervisors, Digital Recorders for Investigators, External DVD/Blu-Ray Drives for Investigators, External Hard Drives for in-field electronic evidence collection, six stand-alone camera systems, a replacement evidence server for interview room recording, sixty-seven Mobile Data Terminals for Patrol, a large format plotter for Crime Analysis Unit, four servers and a switch for the Real Time Information Center, a Surveillance Camera with assorted lenses and Binoculars for Investigations utilization, a surveillance vehicle, a Tactical Breaching Training Door, ten Wrap Restraints, and a Portable Power Station for use of the HPD Drone Unit.

Impact:

The City has been awarded $750,000 in grant funds from the Department of Criminal Justice Services. No local cash or in-kind match is required. This grant is for the period of January 1, 2023 to June 30, 2023.
