FY2026-2027 Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) Annual Action Plan

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the "City") is developing its FY2026-2027 Annual Action Plan (the "Plan") for Housing and Community Development which covers Program Year July 1, 2026 - June 30, 2027 and is seeking public comment.

 

Discussion:

 

The U.S. Department of Housing and Urban Development ("HUD") annually awards CDBG and HOME funds to the City to develop viable urban communities by providing improved housing, suitable living environments and economic opportunities for those in the low-to-moderate income bracket. The City uses these funds to complement other resources for implementing the Hampton Neighborhood Initiative and the Hampton Housing venture efforts. The Plan includes utilization of funds received from HUD that will impact homes, new home buyers and workforce development efforts.The public hearing will be held on April 8, 2026. A public hearing is required by HUD to receive public comments on the Plan. The Plan was made available for public examination online at www.hampton.gov/HUD.

 

Impact:

 

Public comment is sought on the Plan regarding utilization of HUD funds to support housing improvements, neighborhood revitalization efforts, and the implementation of the Hampton Neighborhood Initiative. The eligible activities included in the Plan support the strategic priorities of Economic Growth, Family Resiliency & Economic Empowerment, and Safe & Clean.
