Motion to Authorize the Acquisition of a Used 2007 C6500 Army Communication Command Vehicle from the Federal 1033 Defense Reutilization and Marketing Office Program for Use by the Hampton Police Division for Critical Incident Operations
Purpose
PURPOSE/BACKGROUND:
On June 5, 2018, officers received information that the Federal 1033 Defense Reutilization and Marketing Office (DRMO) in Portsmouth, Virginia had received a 2007 Chevy C6500 Army Communication Command Vehicle that was going to be available to a government agency at no cost. After inspection of the vehicle, officers discovered the vehicle was built out to be a Communication Command Vehicle to include a generator, a heater, and air conditioning unit, including shelving and sound proofing. It also contained three out ports that allows wires to be run through the exterior of the vehicle and the ability to hard-wire the power, if needed. The exterior of the vehicle was also in extremely good condition and the engine only had 11,600 miles. The vehicle met all of the needs that the Division’s Crisis Negation Team (CNT) would require with the exception of possibly needing re-painted and some reconfiguring on the inside. Our CNT team recently obtained a quote for a similar vehicle that would have cost approximately $450,000, brand new and already built out to specifications; this vehicle's estimated value is $20,000.00, according DRMO.
On June 14th, officers were advised that the vehicle had been placed online for bidding and no current offers had been received. Officers quickly submitted an online "bid" expressing interest in the vehicle. DRMO essentially donates the vehicle at no cost to the jurisdiction who responds, on a first come, first served basis. On June 15th, HPD was notified that the Division had been awarded the vehicle. DRMO then requested that the vehicle be picked up immediately.
