Ordinance To Amend And Re-Enact Chapter 11 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “Parking” To Amend The Parking Requirements For Accessory Dwelling Units In All One- and Two-Family Residential Districts.
Purpose
Background Statement:
The proposed amendment to Chapter 11, “Parking,” establishes clear parking requirements for Accessory Dwelling Units (ADUs) in all One- and Two-Family Residential (R) Districts. Under the amendment, lots abutting rights-of-way where on-street parking is permitted on both sides are not required to provide additional on-site parking for an ADU. Conversely, lots abutting rights-of-way where on-street parking is prohibited on either side must provide one (1) off-street parking space on an improved surface in conjunction with an ADU. This update replaces the prior standard of requiring one additional space for every ADU, and is intended as an administrative refinement that balances the need for housing flexibility with neighborhood parking availability and access management.
This amendment is being advanced in coordination with related Zoning Ordinance Amendments:
ZOA 25-0018: Establishing regulations and standards for ADUs (Chapter 1).
ZOA 25-0019: Defines “Accessory Dwelling Unit (ADU)” and amends the definition of “Dwelling Area” (Chapter 2).
ZOA 25-0268: Eliminating permitted additional standards and uses in the R-R District and adding minimum dwelling area requirements for all principal dwellings in One- and Two-Family (R) Districts (Chapter 4).
In summary, staff recommends adoption of the proposed amendment to amend the parking requirements for Accessory Dwelling Units (ADUs) in all One- and Two-Family Residential Districts.
