Title

Use Permit Application No. 24-0435 by Virginia Peninsula Foodbank for a community center on a +/-4.5 acre portion of 112 Research Drive [LRSN 6000988]

Purpose

Background Statement:

The Virginia Peninsula Foodbank intends to construct and operate a new warehouse distribution facility in the Langley Research and Development Park. While this use is permitted by right, the Foodbank would also like to have office, classroom, and meeting room space to accommodate meetings, training and social service programs. The space would be utilized by the Foodbank as well as their community partners who provide other services.

The Hampton Community Plan (2006, as amended) recommends business/industrial land use for this property. As such, staff recommends conditions to assure the community center use is an add on to the warehouse/distribution center and does not become the dominant use. If approved, the conditions would limit the space for the community center activities to less than 50% of any building constructed on site. Additionally, the community center can only function in conjunction with an operation that warehouses and distributes food onsite.
