Purpose
PURPOSE/BACKGROUND:
The FY 2016 Department of Justice, Office of Community Oriented Policing Services (COPS) Hiring Grant pays for the hiring of five (5) police officers for a three year period. After the grant period has concluded, it is expected that the five police officers will remain and the funding for such will be provided for in the annual funding allocated for the Police Division. The COPS Hiring Grant program selects communities for this opportunity based on a number of factors including, but not limited to, population, the number of police officers per capita, crime rates and the community policing efforts, training and programs of the agency.

Discussion:
The community benefits from this project through the increased number of officers to support the Police Division’s community policing efforts. The Police Division is continuing to grow and change to meet and exceed the goals set forth in the 21st Century Policing philosophy. These additional officers will help in attaining those goals.

Impact:
The grant conditions require a cash match during each of the three years with the match percentage increasing each year. The proposed shift in percentage of match is listed on the attached but is subject to change in order to best suit the budgetary needs of the City of Hampton as the project moves forward. The officer positions are expected to be fully funded by the City for at least one year after the grant period concludes.
