Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of Grant Funds from the Office of the Attorney General to Facilitate a Youth Camp Program to be held in August 2017

 

 

Purpose

PURPOSE/BACKGROUND:

The Commonwealth of Virginia’s Office of the Attorney General's Virginia Rules Camp Grant provides one-time reimbursement of funds in the amount of $5,000 for the Hampton Police Division (HPD) to host a one week youth summer camp during August 2017.  The camp will provide participants with a basic understanding of state statutes while interacting with law enforcement officers in a mentorship capacity.

 

Discussion:

The Commonwealth of Virginia’s Office of the Attorney General's Virginia Rules Camp is a law-themed summer day camp experience for youth hosted by various Virginia law enforcement agencies throughout the Commonwealth.  In 2016, the City of Hampton’s Police Division was awarded its first grant through the program to host a session in the City and has again received funding to continue the summer program.

 

The Virginia Rules Camp is proven to educate young people regarding Virginia’s laws, help them develop the necessary skills to make sound decisions and recognize the consequences of their actions.  It also allows participants to interact with law enforcement officers and form community bonds while enjoying the great outdoors and other typical camp experiences.  There is no cost to the participants who range in age from middle school to high school and allows local at-risk youth to form meaningful, positive relationships between themselves, the community and law enforcement mentors.

 

The opportunity to host a second Virginia Rules Camp will allow the Hampton Police Division to continue its Community Policing philosophy and further develop meaningful relationships with youth-aged members of the community and those most at-risk for delinquency.  Further, it will create a positive learning environment for the development of good decision-making skills for the participants.

 

Impact:

The Office of the Attorney General's Virginia Rules Camp program funding is in the form of a reimbursement grant.  The grant award in the amount of $5,000 and covers the cost of hosting the camp for the participants in order to pass on zero financial burden to participants and their families.  Costs incurred include things such as school supplies, guest speaker(s), transportation, giveaways and camp activities and supplies.  There is no local match required and, as such, no fiscal impact to the City's budget.

 

Recommendation:

Approve.

                     WHEREAS, the Office of the Attorney General has awarded $5,000 in grant funds to facilitate a youth camp program to be held in the City of Hampton, Virginia and staffed by Hampton Police Division personnel; and

 

                     WHEREAS, the grant award covers the period of time that the camp will be held from July 1, 2017 through September 2, 2017.

 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates $5,000 in grant funds, and any related supplemental funding, from the Office of the Attorney General in accordance with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
