High Occupancy Tolling in Hampton Roads

 

Purpose

PURPOSE/BACKGROUND:

As part of the regional transportation strategies, High Occupancy Tolling (HOT) lanes are being considered for various sections of the transportation system including any new lanes added to the Hampton Roads Bridge Tunnel.  HOT lanes allow commuters to pay a fee to use HOT lanes even if they do not meet high occupancy vehicle requirements.  HOT lanes have proven to be effective in reducing traffic congestion in Northern Virginia.  Driving on existing lanes will still be free.

 

Representatives from the Virginia Department of Transportation and Hampton Roads Transportation Accountability Commission will brief council on the plan to implement HOT lanes in Hampton Roads.

 

Discussion:

 

The regional transportation network facilitates the movement of residents and goods.  Residents pay for improvements to regional transportation projects through their federal, state and regional taxes.  High Occupancy Tolling lanes will be an additional revenue source to support regional transportation priorities and help mitigate traffic congestion.

 

Impact:

 

Regional transportation issues primarily impact Council Strategic Priority areas of Economic Growth and Good Government.
