Purpose
BACKGROUND/PURPOSE:
The Commonwealth of Virginia created the Virginia Rescue Squad Assistance Fund (RSAF) for the purpose of providing financial assistance to emergency medical services organizations in the Commonwealth by providing the requisite training for emergency medical services personnel and for purchasing equipment needed by such organizations. The RSAF shall only be used for specific items, service, or programs for which they are awarded and in accordance with any conditions placed upon the grant award. Sale, trade, transfer, or disposal, within five (5) years of vehicles or items specified by the Virginia Office of Emergency Medical Services (VOEMS) in the notice of award purchased in whole or on part with the use of state moneys requires prior approval by the VOEMS. Funds shall not be used for expenditures or commitments made before the date of the grant award or after the conclusion of the grant period. The grant award amount is $23,970, and requires a match of the same amount, to be funded from the Hampton Division of Fire & Rescue's (HDFR) FY 18 Operating Budget.

Discussion:

The Financial Assistance for Emergency Medical Services Grants Program, known as the RSAF Grant Program is a multi-million dollar grant program for Virginia non-profit EMS agencies and organizations. Items eligible for funding include EMS equipment and vehicles, computers, EMS management programs, courses/classes, EMS training equipment and projects benefiting the recruitment and retention of EMS members.
