Purpose
PURPOSE/BACKGROUND:
Council is being asked to appropriate $170,000 of Readiness and Environmental Protection Integration (REPI) Program federal funds from the Department of Defense, Office of the Secretary of Defense. The funds are being used to split the purchase cost of 2941 N. Armistead Avenue, purchased in FY17. The REPI Program is a key tool for combating encroachments that can limit or restrict military training, testing and operations. The REPI Program protects these military missions by helping remove or avoid land-use conflicts near installations and addressing regulatory restrictions that inhibit military activities.

WHEREAS, the City of Hampton has received Readiness and Environmental Protection Integration (REPI) Program federal funds from the Department of Defense, Office of the Secretary of Defense;

WHEREAS, the REPI Program is a key tool for combating encroachments that can limit or restrict military training, testing, and operations and protects these military missions by helping remove or avoid land-use conflicts near installations and addressing regulatory restrictions that inhibit military activities;

WHEREAS, as part of the REPI Program, 2941 N. Armistead Avenue was purchased in fiscal year 2017; and

WHEREAS, pursuant to the REPI Program, the Department of Defense, Office of the Secretary of Defense has agreed to reimburse the City of Hampton, Virginia $170,000.00 of the purchase price of that property.
