Purpose
PURPOSE/BACKGROUND:
The City of Hampton has identified seven projects that potentially qualify for VDOT’s consideration under the Transportation Alternatives Set-Aside program under 23 U.S.C. 133(h). This program funds projects on a 80% Federal and 20% Local share basis. The seven projects are:
1. Mallory Street Bike & Pedestrian Improvements - Segment I
2. Mellen Street Bike & Pedestrian Improvements
3. Mercury Boulevard Road Diet & Improvements - Segment I
4. Mercury Boulevard Road Diet & Bike & Pedestrian Improvements - Segment II
5. Mallory Street Road Diet Bike & Pedestrian Improvements - Segment II
6. Mallory Street Road Diet & Bike & Pedestrian Improvements - Segment III
7. Mallory Street Road Diet & Bike & Pedestrian Improvements - Segment IV

Discussion:

These proposed bike and pedestrian improvement projects are included in the recently adopted Bike Walk Hampton plan. Portions of these projects also are primary or secondary routes in the Birthplace of America Trail study that was recently endorsed by the Hampton Roads Transportation Planning Organization.

Impact:

These projects have a 20% local match requirement. Funding for this match will be requested in the upcoming FY19 and FY20 Capital Improvement Plans.

WHEREAS, in accordance with the Commonwealth Transportation Board construction allocation procedures, it is necessary that a resolution be received from the sponsoring local jurisdiction or agency requesting the Virginia Department of Transportation ("VDOT") to establish a Transportation Alternatives projects in the City of Hampton.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF HAMPTON, VIRGINIA, requests the Commonwealth Transportation Board to establish projects to construct the following seven projects:
