Presentation by Hampton Roads Transit on the Peninsula Fixed Guideway Study

Purpose

Background Statement:

The Peninsula Corridor Study is a long range transportation planning effort currently underway on the Lower Peninsula. The project study is a collaboration between the City of Hampton, the City of Newport News, Hampton Roads Transit (HRT), and two private consulting firms that began in March of 2016, and is expected to be completed in the fall of 2017. The context of this project focuses on studying the future needs for high capacity transit to serve the Lower Peninsula.  Commonly referred to as “Fixed Guideway Transit,” this kind of transit can take the form of either Bus Rapid Transit, Light Rail, or Streetcar.

In the late summer of 2017, the project team narrowed the list of potential BRT alternatives, or routes, down to two.  Alternative 3 runs North-South along Jefferson Avenue in Newport News and would connect that city's downtown with the City Center/Oyster Point area; Alternative 6 would connect Newport News and Hampton with a route that runs northwest from downtown Hampton to Coliseum Central, west along Mercury Blvd, then south along Jefferson Avenue to downtown Newport News.

At this time, the project team is wrapping up work on the final report for this phase of the Fixed Guideway Study, and is preparing to place a resolution of support before each city council for their consideration. This resolution will give Council the opportunity to endorse both the findings of the current phase of study and HRT moving forward to the next phase of the project, which would generally involve environmental review and further refinement of the two remaining alternatives. This resolution will be handled by a separate action.
