Resolution to Appropriate $33,187.22 of Insurance Proceeds and Amend the City of Hampton Police Division’s Fiscal Year 2018 General Fund Operating Budget

 

 

 

Purpose

PURPOSE/BACKGROUND:

On or about August 14, 2017, the Hampton Police Division’s MP2 Marine Boat used by the Hampton Police Division’s Marine Patrol Unit was rendered inoperable due to above average rainfall in the region over a three-day period.  Although the vessel was checked daily, this excessive rain caused the vessel to take on water at a rate faster than the vessel’s bilge pump could handle. This resulted in an enormous amount of water filling the vessel to the point that the engine compartment became flooded causing extensive damage to its components.  The vessel was rendered inoperable and too costly to repair. 

 

A claim was filed with the City’s Risk Management Office which resulted in the Division receiving insurance proceeds of $33,187.22, which were applied to the Miscellaneous Revenue, Insurance Recovery Fund (# 01-310-290-57103). 

 

City Staff recommends the appropriation of the insurance funds from the Miscellaneous Revenue, Insurance Recovery Fund to the City of Hampton Police Division's Operating Budget (# 01-310-290-08210) for the furtherance of law enforcement services as they apply to the Division’s Department of Homeland Security’s (DHS) Port Security Grant. 

 

On September 1, 2017, the Division was awarded the DHS Port Security Grant for a Maritime Domain Awareness project.  Conditioned upon receiving said grant funds, DHS requires cash-match funding by the Division in the total amount of $41,000.00.  These insurance proceeds will mitigate the need to use other operating funds from the City of Hampton Police Division's budget for this grant match.

Applying the insurance funds towards the total cash-match portion of the DHS Port Security Grant will reduce the overall cost required by the Division and the City for said grant.

                     WHEREAS, the Police Division recently received insurance proceeds totaling $33,187.22  for their MP2 Marine vessel that was rendered inoperable after heavy rains flooded the engine compartment causing extensive damage to its components; and

                     WHEREAS, those insurance proceeds were deposited into the Miscellaneous Revenue, Insurance Recovery Fund and need to be appropriated to be available to use.

                                          NOW THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL OF HAMPTON, VIRGINIA, that it hereby appropriates insurance proceeds totaling $33,187.22 from the Miscellaneous Revenue, Insurance Recovery Fund and amends the Fiscal Year 2018 Hampton Police Division’s Operating Budget to reflect this appropriation.
