Resolution of the City Council of Hampton, Virginia to Amend the Approved Fiscal Year 2018 Council Approved Budget by Accepting and Appropriating $2,516,700 in Grant Funds Awarded by the Virginia Department of Emergency Management to the City of Hampton, Virginia to Elevate Seven (7) Repetitive Loss Properties

 

Purpose

PURPOSE/BACKGROUND:

The purpose of this resolution is to accept the terms of the Flood Mitigation Assistance (FMA) Grant Program Grant Agreement, and to appropriate those funds for the purpose of elevating seven (7) homes in the areas of Aberdeen, Foxhill, Downtown, & North King Street.

 

Discussion:

 

The Virginia Department of Emergency Management (VDEM) is the recipient of certain federal funds from the Department of Homeland Security Federal Emergency Management Agency Flood Mitigation Assistance Grant Program. VDEM subsequently sub-awards those federal funds to Virginia localities through the FMA Grant Program.

 

The City of Hampton was successful in receiving FMA funds to elevate seven (7) severe repetitive loss properties.  The lowest finished floors of those properties will be elevated to design flood elevations that will provide protection to the 1% annual flood level, as well as an additional three-foot freeboard requirement.  Those improvements will continue to help mitigate future flooding damages to those properties.

 

No local match is required.  This project also supports Council's Strategic Priority of Safe and Clean and Living with Water.

 

 

Impact:

 

Federal funds in the amount of $2,516,700; The City’s use of those funds will assist in reducing claims to the National Flood Insurance Program, and will also protect the health and safety of those residents receiving assistance.  In addition, the demand on City public safety resources during disasters.

Body

 

WHEREAS, the City of Hampton’s Office of Emergency Management has identified seven (7) properties in the areas of Aberdeen, Foxhill, Downtown, & North King Street prone to severe repetitive loss from flooding;

 

WHEREAS, the City of Hampton, Virginia applied for and was awarded $2,516,700 in pass-through federal funding through the Virginia Department of Emergency Management’s Flood Mitigation Assistance Grant Program that will be used to elevate those seven (7) properties to mitigate future losses;  and

 

WHEREAS, the grant award covers the period August 31, 2017 through August 30, 2019.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton hereby amends its Fiscal Year 2018 Budget to accept the amount of $2,516,700 and any related supplemental funding awarded by the Virginia Department of Emergency Management in accordance with the grant agreement, and appropriates those funds to the Grant Fund for use by the Office of Emergency Management; and

                    

BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager or her designee to take the necessary actions to implement this grant award.
