Purpose
PURPOSE/BACKGROUND:
Effective July 1, 2014, Dominion may recover costs associated with replacing overhead distribution lines with underground lines under its multi-year Strategic Underground Program (the “Program”), which will be funded by a special rate adjustment (or rider) approved by the State Corporation Commission. In the Virginia service area, Dominion intends to replace approximately 4,000 miles of the most outage-prone overhead lines at an estimated cost of $2 billion, which amounts to replacing approximately 350 miles of distribution power lines per year for approximately $175 million. The area surrounding Ambrose Lane has been identified as a neighborhood to be serviced under the Program.

The City owns the property located at 45 Ambrose Lane (LRSN 12006002), which houses Pump Station 11 (the “Property”). Dominion is installing an electrical transformer and cables through the Property and requests a 15’ x 196’ easement (totaling 2,940 square feet), more or less, to replace overhead distribution lines with underground equipment for the transmission and distribution of electric power on the Properties. Staff recommends approval of the easement under the terms of the attached Right of Way Agreement.

This item is exempt from the public hearing requirement under § 15.2-1800(B)(ii).
