Purpose
PURPOSE/BACKGROUND:
Council is requested to approve a resolution requesting the Commonwealth Transportation Board (CTB) remove the limited access line designation on a portion of the limited access on the north side of Hampton Roads Center Parkway in the City of Hampton, Virginia in the vicinity of Coliseum Drive. The limited access line dates back to when Hampton Roads Center Parkway was originally constructed.


Discussion:

Hampton Roads Center Parkway was originally constructed in the City of Hampton (the "City") as a limited access facility featuring breaks in the limited access occurring at Micale Avenue, Big Bethel Road, and Armistead Avenue. Since the original construction, the Commonwealth Transportation Board (CTB) has allowed breaks in the limited access for the AMC-24 development, Enterprise Parkway, and Coliseum Drive to the south. Since the City established a project with the Virginia Department of Transportation (VDOT) to extend Coliseum Drive north of Hampton Roads Center Parkway, staff is requesting that the limited access line be removed for the extension of Coliseum Drive pursuant to 24VAC30-380-10. A traffic analysis has been performed for this roadway, and the new extension will be designed so there is sufficient capacity to support the additional trips. The CTB requires support of a Council adopted resolution for consideration of the removal of the limited access right-of-way line. All the necessary studies and documentation required for consideration of the removal of the limited access right-of-way line have been completed pursuant to VDOT requirements, including a global traffic analysis and environmental analysis.
