Resolution Determining Shellae Blackwell to be the Only Source Practicably Available from which to Procure Neighborhood Capacity Building Services and Authorizing the Negotiation and Execution of a Purchase Contract with Shellae Blackwell as "Sole Source"

Purpose
PURPOSE/BACKGROUND:
One of the goals of the Safe & Clean Campaign is to build positive relationships with neighborhood leaders and organizations in targeted areas to reduce crime and blight. Shellae Blackwell, a former employee of the Hampton Neighborhood Office for over thirty (30) years, has the requisite experience, and relationships with staff and community members to build the relationships necessary for the Safe & Clean Campaign. Ms. Blackwell was hired as a contractor in 2014 to support the Safe & Clean Campaign. Ms. Blackwell's unique experience has proven invaluable in facilitating neighborhood engagement, strengthening neighborhood leadership and promoting a positive image of City leaders and staff in this position.
Determining Ms. Blackwell to be a sole source will allow the City to extend her existing contract, which is set to terminate June 30, 2018, from July 1, 2018 through June 30, 2019 with an option to renew for an additional 12 months if needed.
