Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of a Public Assistance Grant Awarded by the Virginia Department of Emergency Management for Hurricane Matthew Relief

Purpose

PURPOSE/BACKGROUND:

The Public Assistance Grant Program ("PAGP") is the Federal Emergency Management Agency’s ("FEMA") largest grant program that provides funds to assist communities responding to and recovering from major disasters or emergencies declared by the President of the United States. The program provides emergency assistance to save lives and protect property, and assists with permanently restoring community infrastructure affected by a federally declared incident.  The PAGP is administered in Virginia through Virginia's Department of Emergency Management ("VDEM").  As a result of Hurricane Matthew, which was a Presidential declared disaster that impacted  the City from October 8-12, 2016, the City, on behalf of Hampton City Schools ("HCS"), applied to VDEM for PAGP assistance and received approval in August, 2017.

Discussion:

Multiple HCS facilities throughout the City received damage to roofs, ceilings, and other infrastructure from Hurricane Matthew.  HCS's eligible work, combined with the City’s, met the threshold application requirement for damages set by VDEM.   Each HCS facility and eligible damage are set forth in detail in the PAGP application attached to this agenda item.  The award dedicates $253,539.73 in combined funds for that work. That award includes $190,154.80 in federal funds, $55,778.74 in state funds, and requires a $7,606.19 match.  The grant is paid on a reimbursement basis.  To date, $63,584.93 have been paid to the City.   The purpose of this resolution is to authorize disbursement to HCS.

Impact:

The PAGP is an independent source of funding to supplement other funds available to the City and HCS for the repair of vital infrastructure damaged by acts of nature.
