Resolution to Accept the Donation of Playaway Audiobook players valued at $10,000 and PlayAway Launchpad Tablets, valued at $10,000, from the Hampton Public Library Foundation to the Hampton Public Library
Purpose
PURPOSE/BACKGROUND:
The Hampton Public Library Foundation would like to support the Hampton Public Library by purchasing and donating to the Hampton Public Library audiobook players and tablets for use by library patrons. The total value of the devices to be purchased by the Foundation is $20,000.
Discussion:
Pursuant to City Code 2-134(a), the donation of materials valued over $5,000 requires acceptance by City Council. The Hampton Public Library Foundation (“Foundation”) is a 501(c)(3) not-for-profit corporation formed in 1994 to receive donations and bequests to support the efforts of the Hampton Public Library. The Foundation wishes to purchase and donate Playaway Audiobooks and Playaway Launchpad Educational Tablets to the Hampton Public Library for use by library patrons both in facilities and through check out services.
Playaways are portable, all-in-one audiobook players which are pre-loaded with one audiobook per device. The Foundation has designated $10,000 for the purchase of these audiobooks. The cost of a single Playaway is about $50 meaning that the Foundation will be donating approximately 200 devices. Playaway Launchpad is a secure, pre-loaded learning tablet containing educational lessons/games in a variety of subject areas including, but not limited to, math, science, and life skills, suitable for children and adults. These devices are not Wi-Fi accessible and carry no maintenance or update costs since units which cease to function would be removed from circulation. The Foundation has designated $10,000 for the purchase of tablets which at a cost of about $200 each, would equate to approximately 50 tablets.
Impact:
Playaway audiobooks and tablets are currently available at the Main and Willow Oaks Library branches. The acceptance of this donation would allow the introduction of approximately 200 audiobooks and 50 tablets to the North Hampton and Phoebus library branches. These devices are available for use in the library facility and also for check out for designated periods of time; specifically, 2 weeks for audiobooks and 1 week for tablets. Expanding the inventory of these devices will allow increased use by library patrons and reduce the waiting times for patrons wishing to check out current audiobooks and lessons in circulation.

The City Council adopt a resolution accepting the donation from the Hampton Library Foundation.

WHEREAS, the Hampton Public Library Foundation (“Foundation”) is a 501(c)(3) not-for-profit corporation which receives donations and bequests to support the efforts of the Hampton Public Library (“Library”);
WHEREAS, the Foundation desires to purchase for the Library’s circulation collection Playaway Audiobooks, valued at $10,000;
WHEREAS, the Foundation also desires to purchase for the Library Playaway Launchpad Tablets, valued at $10,000;
WHEREAS, Playaway Audiobooks and Playaway Launchpad tablets are currently available at the Main and Willow Oaks Library branches and acceptance of this donation would provide such devices to the North Hampton and Phoebus branches;
WHEREAS, the addition of approximately 250 additional Playaway devices through the acceptance of this donation will expand the Library’s overall collection while providing useful and valuable resources to Library patrons for checkout or use in Library facilities; and
WHEREAS, the Hampton Public Library is requesting that City Council accept this donation from the Foundation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts the donation of Playaway audiobooks and Playaway Launchpad tablets, with a total value of $20,000, from the Hampton Public Library Foundation for use by the Hampton Public Library as new additions to its existing collections to benefit Library patrons.
