Title
Resolution Approving the City of Hampton, Virginia's Participation In and Appropriation of the 2018 Virginia Rules Program Grant Funds through the Commonwealth of Virginia's Office of the Attorney General

Purpose
PURPOSE/BACKGROUND:
The Virginia Rules Camp ("VRC"), funded by the Virginia Rules Program Grant through the Commonwealth of Virginia's Office of the Attorney General, is a law-themed summer day camp experience for youth hosted by various law enforcement agencies throughout the Commonwealth. The VRC Grant was first awarded to the Police Division in 2016. This is the third year that the Police Division has been awarded grant funds for the VRC.

Discussion:
The VRC is proven to educate young people regarding Virginia’s laws, help them develop the necessary skills to make sound decisions and recognize the consequences of their actions. The VRC also allows the youth participants to interact with law enforcement officers and form community bonds while enjoying the great outdoors and typical camp experiences. There is no cost to participants, ranging from middle to high school-aged youth, and allows local at-risk youth to form meaningful, positive relationships between themselves, the community, and law enforcement mentors.

The opportunity to host a third VRC in August 2018 will allow the Police Division to continue its Community Policing philosophy and further develop meaningful relationships with youth-aged members of the community and those most at-risk for delinquency. Further, it will create a positive learning environment for the development of good decision-making skills for the participants.

Impact:
The grant award will be made on a reimbursement basis, up to a maximum of $5,000.00, and will cover the cost of hosting the camp and all camp activities so that there is zero financial burden to participants. Costs incurred include things such as school supplies and other camp supplies, guest speaker(s), transportation and giveaways....
