Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2018 Virginia Help Eliminate Auto Theft (HEAT) Program Grant through the Virginia State Police
Purpose
PURPOSE/BACKGROUND:
The Virginia Help Eliminate Auto Theft (HEAT) Program Grant provides one-time reimbursement funding to pay for authorized expenditures to send three (3) Hampton Police Division (HPD) investigators to the Southeast Region International Association of Auto Theft Investigators (IAATI) Training Seminar in June 2018.
Discussion:
The Virginia Help Eliminate Auto Theft (HEAT) program is a statewide cooperative effort of the Department of State Police, the Department of Motor Vehicles and more than 172 participating local law enforcement agencies. The goal of the program is to decrease auto thefts’ adverse impact upon automobile insurance premiums by reducing the number of vehicles stolen each year.
To accomplish this, the HEAT Program supports initiatives to increase auto theft arrests, stolen vehicle recoveries, intelligence gathering and crime prevention activities. In order to enhance Virginia’s auto theft enforcement capabilities, the HEAT Program has allocated funds to provide auto theft investigation training grants to send up to three (3) Investigators to the International Association of Auto Theft Investigators (IAATI) training seminar which is being held from June 10 - 14, 2018 in Norfolk, Virginia. As a result of being awarded the funding, the Hampton Police Division (HPD) sent three (3) auto investigators to this seminar. This training opportunity will allow Hampton Police Division (HPD) Investigators to further their knowledge, skills and abilities relating to auto theft investigations. Additionally, it will allow the officers to further educate citizens regarding auto theft prevention and actively employ investigative resources using the latest trends, intelligence information and investigative assistance.
Impact:
The total budgeted cost of sending three (3) investigators is $866.00 to pay for training registration fees. The total amount has already been reimbursed by the Department of State Police's Finance Division prior to the training seminar’s commencement and there is no local match required from the Hampton Police Division. As such, there is no negative fiscal impact to the City or budget.

It is the recommendation of the Hampton Police Division that the City Council of the City of Hampton accepts and appropriates the FY18 Virginia HEAT Program Grant through the Virginia State Police for the implementation of this grant award.

WHEREAS, the City of Hampton, Virginia has been awarded the 2018 Virginia Help Eliminate Auto Theft (HEAT) Program Grant in the amount of $866.00 through the Virginia State Police in one-time funding with no local match required; and
WHEREAS, the grant award covers the period of June 10, 2018 through June 14, 2018.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2018 Virginia Help Eliminate Auto Theft (HEAT) Program grant as awarded/made by the Virginia State Police, and any supplemental funding, in accordance with the award letter.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
