Resolution Approving the City of Hampton, Virginia's Participation and Appropriation of the Federal Emergency Management Agency Hazard Mitigation Grant Program (FEMA) through the Virginia Department of Emergency Management (VDEM)
Purpose
PURPOSE/BACKGROUND:
The City of Hampton has been awarded funding through the Hazard Mitigation Grant Program in response to the application we submitted under 2016 Hurricane Matthew - DR-4262. The project goal is to elevate seven residential structures in the City with a budget of $2,071,251. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $1,553,438 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $414,250 (20%) and the remaining $103,563 (5%) required for local match will be passed through to the participating homeowners. The performance period for the grant ends on March 31, 2021.
Discussion:
In support of the City's mitigation efforts to help reduce flooding impacts to our residents, the City applied for and was awarded a competitve FEMA Hazard Mitigation Grant in 2016. The project goal is to elevate seven residential structures in the City with a budget of $2,071,251. Of the total budget, FEMA will provide $1,553,438 (75%) in federal funding;VDEM will provide a state match of $414,250 (20%) and the remaining $103,563 (5%) required for local match will be passed through to the participating homeowners. The City’s use of these funds to elevate homes subject to repetitive flooding will assist in furthering flood mitigation efforts throughout the City along with reducing claims to the National Flood Insurance Program. Elevation of homes also protects the health and safety of those residents receiving assistance. Lastly, the more homes are elevated and better protected from flooding reduces the demand on City public safety resources during disasters.
Impact:

Recommend that City Council accept and appropriate this Hazard Mitigation Grant from the Federal Emergency Managment Agency.

WHEREAS, the Virginia Department of Emergency Management has awarded the Hazard Mitigation Grant Program application titled, City of Hampton, Elevation of 7 Residential Properties, to the City of Hampton in the amount of $2,071,251 of which $1,553,438 will be provided by the Federal Emergency Management Agency and $414,250 will be provided by the Virginia Department of Emergency Management and with a local match required of $103,563 which the City will pass through to participating homeowners; and
WHEREAS, the grant award covers the period April 11, 2018 through March 31, 2021.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the Hazard Mitigation Grant Program DR-4262 award in the amount of $2,071,251, which includes the required local match of $103,563 which, shall be passed through to the participating homeowners, and any related supplemental funding by the Virginia Department of Emergency Management in accordance with the grant agreement;
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
