Purpose

PURPOSE/BACKGROUND:

The City has completed construction of the Todds Lane and Big Bethel Road Intersection Improvement Project (the "Project").  Estimates indicate the Project is currently short of funds, and $510,000 is required to cover this shortfall.  VDOT Urban Funds are 80% Federal and 20% Local.  The local share is currently in place for the project.  The four Primary Extension projects are new projects, using 100% State funds.

 

Discussion:

 

The City applied for VDOT Congestion Mitigation and Air Quality Funds and Revenue Sharing funds to improve drainage, congestion, and safety at the intersection of Todds Lane and Big Bethel Road.  Construction of the Project is complete, but additional funds are required to address project issues related to land acquisition. 

The four Primary Extension projects were awarded to the City based on applications for additional maintenance funds.  These projects will provide ADA sidewalk improvements, milling, and asphalt overlay on the various sections of roadway.

 

Impact:

 

The required 20% local match for the Urban Funds is currently available.  The Primary Extension Funds are funded 100% by the State so no match is required.

                     WHEREAS, the City’s adopted Capital Improvement Plan (CIP) approved funding for the VDOT-funded Todds Lane and Big Bethel Road Intersection Improvements Project (the "Project");

                    

                     WHEREAS, additional VDOT funds have been identified from the Urban Program, but project costs are greater than the funds programmed on the Project;

 

                     WHEREAS, VDOT has approved additional funding needed for the costs of the Project;

 

                     WHEREAS, VDOT also has approved four new Primary Extension projects:

 

                     1.                     Mercury Boulevard from Halifax to Old Buckroe Project - $110,000

 

                     2.                     Kecoughtan Road from Columbia to Bacon Project - $240,000

 

                     3.                     Victoria Boulevard Eastbound from Wythe to Sampson Project - $325,000

 

                     4.                     Victoria Boulevard Westbound from Wythe to Sampson Project - $325,000; and

 

                     WHEREAS, funds for all five projects are reimbursable and are paid on a reimbursement basis following the expenditure of City funds.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that (i) $510,000 in additional VDOT Urban Funds to the Todds Lane and Big Bethel Road Intersection Improvement Project and (ii) $110,000 in Primary Extension funds for the Mercury Boulevard from Halifax to Old Buckroe Project, $240,000 in Primary Extension funds for the Kecoughtan Road from Columbia to Bacon Project, $325,000 in Primary Extension funds for the Victoria Boulevard eastbound from Wythe to Sampson Project and $325,000 in Primary Extension funds for the Victoria Boulevard westbound from Wythe to Sampson Project is hereby appropriated in the foregoing amounts in the Capital Projects Fund.
