Resolution Requesting the Virginia Department of Transportation (VDOT) to Program into the Six-Year Improvement Plan, and to Authorize the City Manager or her Designee to Execute Agreements, for Twelve (12) Projects

 

Purpose

PURPOSE/BACKGROUND:

The City has requested that VDOT program twelve new projects into the Six-Year Improvement Plan.  These projects are funded with either Federal, State, and Local funds.  Project Administration Agreements with VDOT are necessary for securing the State and Federal Funds.

 

Discussion:

 

The VDOT Six-Year Improvement Program has just been approved by the Commonwealth Transportation Board, which includes 12 new projects for the City of Hampton (the "City") totaling $5,891,630.  In accordance with the VDOT project allocation procedures, City Council must request by resolution that VDOT program a highway project in the City; and City Council must authorize the City Manager or her designee to execute project administration agreements and City/State Agreements for implementation of these projects.  These funds are reimbursable and are paid on a reimbursement basis following the expenditure of City funds.

 

On October 11, 2017, City Council approved Resolution No. 17-0320 in support of the following two Revenue Sharing projects:

 

                     1.                     Freeman Drive Extension:  $1,300,000

                     2.                     N. King Street Phase 4:  $300,000

 

On October 11, 2017, City Council also approved Resolution No. 17-0319 in support of the following three Transportation Alternatives Set-Aside projects:

 

                     1.                     Mellen Street Bike & Pedestrian Improvements:  $442,000

                     2.                     Mercury Boulevard Road Diet & Improvements - Segment I:  $594,000

                     3.                     Mercury Boulevard Road Diet & Bike & Pedestrian Improvements - Segment II:  $298,000

 

This resolution requests the VDOT to program the following 12 projects in the 6-Year Improvement Plan:

 

                     1.                     Mellen Street Bike & Pedestrian Improvements:  $442,000 Transportation Alternatives Funding (79% Federal/21% City) $141,772 in FY19 and $300,228  in FY20

                     2.                     Mercury Boulevard Road Diet & Improvements - Segment I:  $594,000 Transportation Alternatives Funding (80% Federal/20% City) $175,949 in FY19 and  $418,051 in FY20

                     3.                     Mercury Boulevard Road Diet & Bike & Pedestrian Improvements - Segment II:  $298,000 Transportation Alternatives Funding (80% Federal/20% City), $111,392 in FY19, and 

                                          $186,608 in FY20

                     4.                     Freeman Drive Extension:  $1,300,000 Revenue Sharing funds in FY19 (50% State/50% City)

                     5.                     N. King Street Phase 4:  $300,000 Revenue Sharing funds in FY19 (50% State/50% City)

                     6.                     Pedestrian Improvements at the Mercury Boulevard/I-64 Interchange:  $590,000 Highway Safety Improvement Program funds - $100,000 in FY22 and  $490,000 in FY23 (100% Federal) 

                     7.                     Pedestrian Improvements on Mercury Boulevard from Seldendale to the Langley Square intersection:  $467,000 Highway Safety Improvement Program funds - $90,000 in FY22 and 

                                          $377,000 in FY23 (100% Federal) 

                     8.                     Pedestrian Improvements around the Arconic Plant:  $446,000 Highway Safety Improvement Program funds in FY24 (100% Federal) 

                     9.                     Mercury Boulevard from Halifax to Old Buckroe:  $110,000 Primary Extension/State of Good Repair funds in FY19 (100% State)

                     10.                     Kecoughtan Road from Columbia to Bacon:  $240,000 Primary Extension/State of Good Repair funds in FY19 (100% State)

                     11.                     Victoria Boulevard Eastbound from Wythe to Sampson:  $325,000 Primary Extension/State of Good Repair funds in FY19 (100% State)

                     12.                     Victoria Boulevard Westbound from Wythe to Sampson:  $325,000 Primary Extension/State of Good Repair funds in FY19 (100% State).

 

Impact:

 

Revenue Sharing matching funds were approved in the FY19 Capital Improvement budget.  Matching funds for the Transportation Alternatives projects will be requested in the FY20 Capital Improvement budget.

WHEREAS, in accordance with the VDOT project allocation procedures, City Council must request, by resolution, that VDOT program a highway project in the City of Hampton;

 

WHEREAS, pursuant to a City Council request, VDOT funds have been allocated for 12 new transportation related projects;

 

WHEREAS, matching funds have been approved in the FY19 Capital Improvement budget for two (2) Revenue Sharing Projects on the Freeman Drive Extension and N. King Street Phase 4; and funds for three (3) Transportation Alternatives projects on Mellen Street and Mercury Boulevard will be requested in the FY20 Capital Improvement budget;

WHEREAS, Project Administration Agreements with VDOT are necessary for securing VDOT commitment on the federal and state funding of these projects;

 

WHEREAS, VDOT requires that City Council grant authority for the City Manager or her designee to execute project administration agreements and City/State Agreements for implementation of these projects; and

 

WHEREAS, these funds are reimbursable and paid on a reimbursement basis following the expenditure of City funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA

 

A.                     requests VDOT to program the following projects in the Six-Year Improvement Plan and the City to appropriate the following amounts in the Capital Projects Fund:

 

                     1.                     Mellen Street Bike & Pedestrian Improvements:  $442,000 Transportation Alternatives Funding (79% Federal/21% City) $141,772 in FY19 and $300,228  in FY20

                     2.                     Mercury Boulevard Road Diet & Improvements - Segment I:  $594,000 Transportation Alternatives Funding (80% Federal/20% City) - $175,949 in FY19 and  $418,051 in FY20

                     3.                     Mercury Boulevard Road Diet & Bike & Pedestrian Improvements - Segment II:  $298,000 Transportation Alternatives Funding (80% Federal/20% City) - $111,392 in FY19 and $186,608 in FY20
