Resolution to Accept and Appropriate 2019 Virginia Homeless Solutions Program Grant through the Virginia Department of Housing and Community Development

 

Purpose

PURPOSE/BACKGROUND:

 

The purpose of this resolution is to accept and appropriate state and federal funds to permit continuation of the Virginia Homeless Solutions Program through the Virginia Department of Housing and Community Development.

 

Discussion:

 

The Hampton Department of Human Services ("Social Services") was awarded the first Virginia Department of Housing and Community Development (DHCD) grant in fiscal year 2014-2015. Each subsequent year the award has been received. (see Hampton City Council File No. 17-0266: Resolution adopted August 9, 2017).

 

The Virginia Homeless Solutions Program (VHSP), is funded by the State General Fund and the Federal Emergency Solutions Grant (ESG) to support Continuum of Care (CoC) strategies and homeless services and prevention programs that align with the following goals:

 

                     To reduce the number of individuals/households who become homeless;

                     To shorten the length of time an individual or household is homeless; and

                     To reduce the number of individuals/households that return to homelessness.

 

Hampton Social Services serves as the lead agency for the Greater Virginia Peninsula Homelessness Consortium (GVPHC) and the fiscal agency for the Virginia Peninsula Collaborative (VPC). The Virginia Peninsula Collaborative (VPC) is a united effort between service provider agencies, to provide shelter operations, rapid re-housing, prevention, coordinated/central intake and Continuum of Care (CoC) planning across the region to include the cities of Hampton, Newport News, Poquoson and Williamsburg, along with James City and York counties. Partners include Social Services, James City County Office of Housing and Community Development, Hampton-Newport News Community Services Board, The Salvation Army Peninsula, Menchville House, Link and Transitions along with a host of the Virginia Peninsula Homelessness Consortium member agencies throughout the community.

 

Continuation of the Virginia Homeless Solutions Program Grant provides funding for the sheltering of 825 households (emergency seasonal); the rapid re-housing of 250 households (including 50 veterans); prevention of 190 households and the centralized and coordinated assessment of 300 calls.

 

Impact:

 

Total funds in the amount of $1,047,754.00; Federal Pass Through of $217,072; State general funds of $830,682.00.

                     WHEREAS, the Virginia Department of Housing and Community Development has awarded a 2018-2019 Virginia Homeless Solutions Program Grant (the "Grant") in the amount of $1,047,754 to the City of Hampton Department of Human Services - Social Services ("Social Services");

 

                     WHEREAS,  the Fiscal Year 2018-2019 Virginia Homeless Solutions Program Grant is a mult-year grant with fiscal year 2019 being the first year;

 

                     WHEREAS, the Virginia Homeless Solutions Program will provide housing, housing stabilization, and case management services to the citizens of the Greater Virginia Peninsula;

 

                     WHEREAS, for the purposes of the Grant, Social Services partners with the James City County Office of Housing and Community Development, Hampton-Newport News Community Services Board, The Salvation Army Peninsula, Menchville House, Link, Transitions, and a host of the Greater Virginia Peninsula Homelessness Consortium member agencies throughout the community (collectively, the "Grant Partners"); and

 

                     WHEREAS, the City of Hampton is not obligated to provide any funding or an in-kind match in order to receive the Grant.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia (1) accepts the Grant funding in the amount of $1,047,754 and amends its Fiscal Year 2019 Council Approved Budget to include and appropriate the Grant Funds and any supplemental funding awarded for the purposes set forth in the Grant; and (2) accepts and approves cooperation and coordination with the Grant Partners in furtherance of the purposes of the Grant.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award, including, but not limited to, the execution of a memorandum of understanding by and among Social Services and the Grant Partners, subject to review and approval by the City Attorney.
