Ordinance Suspending Payment of Certain Fees Associated with Permits Required to Repair or Replace Structures Damaged By Hurricane Florence

 

Purpose

PURPOSE/BACKGROUND:

It has been the practice of the City to waive certain permit fees for those citizens and businesses who need to repair or replace structural damage following a significant natural disaster.

Body

                     WHEREAS, the Hampton City Manager/Director of Emergency Management has issued a Declaration of Local Emergency effective September 10, 2018 at 2:00PM EST due to the expected amount of rain, wind, and flooding anticipated by the storm referred to as Hurricane Florence;

 

                     WHEREAS, said rain, wind, and flooding is anticipated to cause property damage and the City desires to provide an efficient method for property owners to repair and/or replace structures damaged by Hurricane Florence, which will likely require review and issuance of building, zoning, and other permits in accordance with the Hampton City Code; and

 

                     WHEREAS, accordingly, the City Council desires to waive all fees associated with permit issuance for Hurricane Florence-related repair and replacement work.

                     

                     NOW THEREFORE, BE IT ORDAINED by the Council of the City of Hampton, Virginia, that:

 

                                          1.                     The City Manager is authorized and directed to suspend the requirement for the payment of fees for all such permits required to repair or replace structures and other existing improvements damaged by Hurricane Florence until such time as further action is taken by this City Council, but in no event longer than 180 days after the Declaration of Local Emergency effective September 10, 2018 at 2:00PM unless such time is extended by City Council.

 

                                          2.                       The City Manager is hereby further authorized to suspend the requirement for payment of any other fees she determines necessary and proper for the orderly recovery of the City from Hurricane Florence.

 

                                          3.                     The City Manager is directed to keep records of the fees suspended in order that the City may accurately account for and report the costs to the City associated with the recovery efforts necessitated by Hurricane Florence.
