Resolution Approving the City of Hampton, Virginia's Participation and Appropriation of the Virginia 9-1-1 Services Board's FY19 Public Safety Answering Point (PSAP) Education Program Grant.

 

Purpose

PURPOSE/BACKGROUND:

The Virginia 9-1-1 Services Board has awarded the City of Hampton Police Division FY19 PSAP grant funding in the amount of $2,000.00 in state funding with no match requirement in support of the Police Division's Public Safety Answering Point's (PSAP) Education Program. The grant funds are to support the education and training of the E911 Dispatchers to foster and enhance consistent knowledge and awareness of current and advancing 9-1-1 and GIS (Geographic Information Systems) public safety communications standards, issues, procedures, practices, technologies, and other relevant matters.

 

Discussion:

The Public Safety Answering Point (PSAP) Education Program (PEP) will allow the Hampton Police Division's Emergency Communications Center to fund continuing education for E-9-1-1 Dispatchers. It is anticipated that funding will allow dispatch personnel to attend the Annual Virginia NENA (National Emergency Number Association) / APCO (Association of Public-Safety Communications Officials) Conference. Any remaining funding will be allocated towards in-house Emergency Dispatch Training (EMD). This will allow Hampton's E-9-1-1 Dispatchers to continue to evolve their knowledge, skills, and abilities relating to the services provided to the citizens of Hampton.

 

 

Impact:

The FY19 PSAP Education Grant will greatly improve the Hampton Police Division's Communication Center's (E-9-1-1 Dispatch) service to both citizens and other emergency personnel. This education program will be state funded with no fiscal impact to the City.

WHEREAS, the City of Hampton Police Division has been awarded the FY19 Public Safety Answering Point (PSAP) Education Program Grant in the amount of $2,000.00 in state funds with no local match; and

 

WHEREAS, the grant award covers the period of 07/01/2018 to 06/30/2019;

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the FY19 PSAP Education Program Grant by the Virginia 9-1-1 Services Board in the amount of $2,000.00 and amends its Fiscal Year 2019 Council Approved Budget to include and appropriate to the Grant Fund those funds and any supplemental funding awarded by the Virginia 9-1-1 Services Board in accordance with the grant agreement.

 

BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager or her designee to take any and all necessary actions to implement this grant award.
