Purpose
PURPOSE/BACKGROUND:
The City of Hampton (the “City”) is the owner of the following rights-of-way in the City of Hampton, Virginia: W. Mercury Boulevard, N. Armistead Avenue, Aberdeen Road, Coliseum Drive, Cunningham Drive, Convention Center Boulevard, Coliseum Drive, Pine Chapel Road, Von Schilling Drive, Marcella Road, Hampton Roads Center Parkway, Pine Chapel Road, and Power Plant Parkway and is committed to developing and maintaining a vibrant, attractive Coliseum Central overlay district and recognizes the need for a cohesive brand to promote this area. The Coliseum Central Business Improvement District desires to donate forty-one (41) illuminated street signs, more specifically identified and enumerated at the following locations in the City of Hampton:
W. Mercury Boulevard & N. Armistead Avenue (4 signs)
W. Mercury Boulevard & Aberdeen Road (4 signs)
W. Mercury Boulevard & Coliseum Drive (4 signs)
W. Mercury Boulevard & Cunningham Drive (4 signs)
N. Armistead Avenue & Convention Center Boulevard (2 signs)
Coliseum Drive & Pine Chapel Road (4 signs)
Coliseum Drive & Von Schilling Drive (2 signs)
Coliseum Drive & Cunningham Drive (3 signs)
Coliseum Drive & Marcella Road (4 signs)
Coliseum Drive & Hampton Roads Center Parkway (3 signs)
Pine Chapel Road & Power Plant Parkway (3 signs)
Power Plant Parkway & Lowes (Entrance) (1 sign)
Power Plant Parkway & Bass Pro (Entrance (1 sign).

The illuminated street signs are part of the comprehensive visual brand design plan, and a right-of-way permit is required prior to installation of the street signs,
Hampton City Code § 2-134(a) requires gifts to the City valued at Five Thousand Dollars ($5,000.00) or more to be approved by City Council, and the gift from the Coliseum Central Business Improvement ...
