Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the 2018 State Homeland Security Program Grant through the Virginia Department of Emergency Management for Hampton & Poquoson Regional Community Emergency Response Team (CERT)

Purpose

PURPOSE/BACKGROUND:

This grant was awarded to the City of Hampton to go towards supporting the City of Hampton’s and the City of Poquoson’s Citizen Corps programs.

Discussion:

The City of Hampton has been awarded a 2018 State Homeland Security Program Grant (SHSP). The grant award is for $37,327.00 with no local match required for a total of $37,327.00 for the grant.This is a joint grant that supports Hampton’s and Poquoson’s Citizen Corps programs.  Hampton is the fidicuiary for these funds which will be used to sustain & expand our Citizen Corps programs, using economies of scales to hold joint Community Emergency Response Team (CERT) & Community Animal Response Teams (CART) classes. This grant will allow the City's Office of Emergency Management (OEM) to purchase supplies, such as: CERT backpacks, field guides, moulage, and medical supplies for CERT and CART. This grant also supports instruction of CERT basic courses in Hampton and Poquoson, advanced courses, CERT Train-the-Trainer course, CERT program development, Pet CPR, and CERT rodeos. Outreach programs will be conducted during National Preparedness Month, and other events where OEM will distribute preparedness information & recruit volunteers.

Impact:

This grant allows the Office of Emergency Management to continue to support, sustain and expand the CERT and CART programs which, will better prepare the City and the region for future threats.
