Resolution Approving the City of Hampton, Virginia's Participation and Appropriation of the Federal Emergency Management Agency Hazard Mitigation Grant Program (FEMA) through the Virginia Department of Emergency Management (VDEM)

Purpose

PURPOSE/BACKGROUND:

The City of Hampton has been awarded funding through the Hazard Mitigation Grant Program in response to the application we submitted under 2016 Hurricane Matthew - DR-4262.  The project goal is to purchase and install generators at two pump stations in the City with a budget of $110,000. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $82,500 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $22,000 (20%) and the remaining $5,500 (5%) required for local match will be funded through Public Works Wastewater.  The performance period for the grant ends on November 13, 2020.

The City’s use of these funds to purchase and install generators at two pump stations will increase the reliability and safety for two of the city's critical sewer pumping stations in the event of power outatges to drastically reduce the possibility of sewer overflows. These two pump stations serve the hospital, other critical facilities, 3,000 homes and 32 businesses.

Impact:

Total funding for the grant is $110,0...
