Purpose

PURPOSE/BACKGROUND:

The City constructed the replacement bridge on Bridge Street as part of the Capital Improvement Project, City Project No. 07-010, VDOT Project No. 000-114-199, UPC 93081 (the “Project”).  Hampton Roads Sanitation District’s (“HRSD”) air vent pipe, wastewater siphons, and all connections, manholes, and related appurtenances (the “Facilities”) are located in whole or in part within the right-of-way of the bridge.  The Project created a conflict with existing Facilities, requiring temporary relocation of part of those Facilities and permanent relocation and permanent improvements to other parts of those Facilities.  HRSD and the City agree it is in the best interest of both entities to include the Facilities work in the Project and to share the associated costs.  The base agreement was entered into on May 11, 2016, and a first amendment to that Agreement was approved last December.  The portion of the Project outlined in this Second Addendum provides for the addition of certain joints and revisions to the storm drainage system and structure.  The estimated total cost associated with this Second Addendum is $38,355.36, with the City bearing $7,520.27 ("City's Share") of this amount, and HRSD the remaining balance of $30,835.10 ("HRSD's Share").  Staff believes the terms of the foregoing cost share arrangement are fair and reasonable and requests approval of the Second Addendum and appropriation of the City's Share, as well as HRSD's Share when it is received.
