Discussion:

 

The Freeman Drive Realignment Project (UPC 104372) was first incorporated as a Virginia Department of Transportation ("VDOT") Revenue Sharing Project during Fiscal Year 2014 (See Resolution File No. 12-0381) in the total amount of $1,175,000.  Appropriations for both the state and local portions of that project (as initially approved) were included in the Capital Improvement Project Budgets approved for Fiscal Years 2014, 2015, 2016, in the amounts of $125,000,  $100,000, and $950,000, respectively.  In Fiscal Year 2018, in response to higher project costs, VDOT agreed to an increase for this project.  Most of the local portion of that increase was approved and appropriated through the Fiscal Year 2019 Capital Improvement Budget.  The remaining need ($438,000) for the project will be covered from savings from the Hampton Roads Center Parkway at Big Bethel Intersection Improvements project which had been completed.  Therefore, the City needs to transfer its 50% share ($219,000) from the Hampton Roads Center Parkway at Big Bethel Intersection Improvements project to the Freeman Drive project.  The local portion of those funds was funded by bond proceeds.  Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, the City Manager and Budget Director request Council approval for the transfer of those local match funds from the Hampton Roads Center Parkway at Big Bethel Intersection Improvements Revenue Sharing Project to the Freeman Drive Realignment Project.

Impact:

 

As a result of these actions, the total project cost will increase by $438,000 with the local portion coming from transferring previously appropriated funds ($219,000).

Body

WHEREAS, in accordance with Virginia Department of Transportation ("VDOT")  project allocation procedures, City Council must request, by resolution, that VDOT program highway projects in the City of Hampton;

 

WHEREAS, City Council has previously requested and VDOT has agreed to program a total sum $2,475,000 in total funding for the Freeman Drive Re-Alignment Project (UPC 104372; the "Project");

 

WHEREAS, VDOT has further agreed to program an additional sum of $438,000 for that Project;

 

WHEREAS, City staff has identified $219,000.00 from the Hampton Roads Center Parkway at Big Bethel Improvements bond funded projects that has been completed and the surplus funds could be utilized if transferred to the Project;

 

WHEREAS, Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that City Council approve the transfer of unencumbered bond proceeds;

 

WHEREAS, VDOT agreed to transfer the excess state share of funds in the amount of $200,500 from the Hampton Roads Center Parkway at Big Bethel Intersection Improvements project to the Project and has agreed to fund $18,500; and

 

WHEREAS, the VDOT share of those funds is paid on a reimbursement basis following the expenditure of City funds.

 

NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hampton, Virginia that (1) to the extent it is still necessary, it requests that VDOT program the full cost of the project of $2,913,000 (50% State, 50% City) to the Freeman Drive Realignment Project; (2) it appropriates and amends the Fiscal Year 2019 Capital Budget to reflect the additional $18,500 in state matching funds for the project; and (3) it authorizes the transfer of bond proceeds in the amount of $219,000.00 from the Hampton Roads Center Parkway at Big Bethel Improvements Project to be used as matching funds for the Freeman Drive Re-Alignment Project.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her authorized designee to execute any additional contracts or agreements relating to the aforementioned projects that may be necessary to effectuate the purposes of this Resolution.
