Closed session pursuant to Virginia Code Sections 2.2-3711.A.1, .6 and .8 to discuss council appointees to the Board of Review of Real Estate Assessment, the H2O Community Development Authority, the Hampton Roads Regional Jail Authority, the Planning Commission, and the Peninsula Stadium Authority, to discuss or consider the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected and to consult with legal counsel employed or retained by the city regarding the current status of the law as it relates to risk management claims regarding private property owners requiring the provision of legal advice by such counsel.
